Church and Development (C&D) is a non-profit making National Non-Governmental Organization (NNGO) established in 1996 by the Diocese of Bor of the Episcopal Church of the Sudan (ECS). This creation was intended to take over much of the humanitarian and developmental activities that the Diocesan structures found hard to handle in the then Bor North and Bor South Counties. However, in its Board meeting in 2007, the C&D board members unanimously agreed that C&D’s scope of operations should not be limited to the Diocese of Bor only. Hence, its Vision and Mission were revised to reflect a wider background of the sources of its funding and the way it serves various Christian denominations and other secular groups in Jonglei State. The revision of the vision and mission was also meant to comply with the changing trend from relief to development, especially after the signing of the Sudan Comprehensive Peace Agreement (CPA) in 2005.

Over the years, C&D worked hard in enhancing the capacity of both, the hosting, the displaced and the returnee communities in the Greater Bor area (the present Bor, Twic East and Duk Counties), Jonglei State in four thematic areas, namely; Education, Food Security and Livelihoods/resilience, Water and Environmental Sanitation, Health & Nutrition, Peace Building/Protection and Humanitarian Assistance plus Capacity Building, HIV/AIDS, Gender as cross cutting issues. Besides, C&D has also participated in quite a number of Peace and Reconciliation exercises within the state in which it gained recognition from both the State and non-State actors at all levels (County, State and National). It is worth mentioning that the spirit of true partnership coupled with successful long service period of C&D in the area made it to be credible and reputable especially in its areas of operations in Jonglei State.
